Presentation EN

Monitoring International Human Rights is an initiative of the International Human Rights Program of GAJOP – Legal Advisory Office for Popular Organizations – to provide a ranger of resources and facilitate the access to information about the monitoring of Brazil on international Humans Rights.

The UN mechanisms have addressed to Brazil hundreds of recommendations on Human Rights. These recommendations were formulated by thematic rapporteurship (special rapporteurs from visits in-loco), by treaties bodies (analysis of Brazilian situation under periodic reporters) and by Human Rights Council at the first analysis of Brazilian State under the mechanism of Universal Periodic Review (UPR), in 2008.

International recommendations are for making suggestions or proposing to the recipient State actions or measures of several qualities in order to improve Human Rights situation, so they are very important tools that guide the State and the civil society to respect and to ensure rights in general. Monitoring them means to follow-up and to evaluate systematically, for a certain period of time, including to use indicators, the level of respect and implementation of the recommendations addressed to the Brazilian State by competent instances of UN.

Monitoring recommendations has been a subject of growing concern by international bodies. About Brazilian case, although its growing international influence and its performance in regional and global spaces, Brazilian government has not devoted enough attention to monitor (follow-up) recommendations within

This program was created in 1999, as result of a partnership between GAJOP and the National Movement of Human Rights (MNDH) in order to democratize the access to international mechanisms of protection of Human Rights (UN and OAS) and contribute to build and strengthen a culture of respect to the Human Rights in Brazil.

From 2007, the program has expanded the scope of its actions and also started to monitor international recommendations on Human Rights that been addressed by the UN to Brazil since the redemocratization times.
